Pat has 20+ years of experience in Organizational Management. She received her Bachelor of Arts degree from St. Louis University and MBA from Fontbonne University. She is a graduate of both Focus St. Louis Leadership and St. Louis Business Diversity Initiative programs. Pat has been with BHR since 1997. She is active in the community and serves on several boards: Vice Chair, Workforce Investment Board, board member of Mental Health America of Eastern St. Louis and St. Louis Regional Chamber. Pat is a CARF surveyor and enjoys helping organizations to become accredited in providing quality services and enhancing the lives of persons served.
Dr. Bart Andrews
Vice President of Clinical Practice/Evaluations
Dr. Andrews has over 17 years of experience providing behavioral health services. He received his Bachelor of Arts degree from the University of Missouri-St. Louis and his Ph.D. from Southern Illinois University Carbondale. He is actively involved in raising community awareness about the risk of suicide and training community members, law enforcement and other professionals in suicide assessment and intervention. He is on several crisis and suicide related boards: serves as Vice President of the National Association of Crisis Directors and is on the National Suicide Prevention Lifeline’s Standards, Training and Practices Sub-Committee. Dr. Andrews is also an Applied Suicide Intervention Sills (ASIST) Training Coach.
Chief Financial Officer
Carisa joined BHR as Chief Financial Officer in April 2013. As a member of the executive team, she is responsible for the organization’s finances and ensuring growth in the area of technology as well as BHR’s relationships with lending institutions and external auditors. Before joining the organization she had recently served as Controller for a St. Louis based not for profit agency. Prior to that role, she worked in the corporate arena as Controller for a real estate development and property management company for over 14 years in Atlanta, Georgia. As Controller, she was responsible for the day to day financial operations, annual budget, forecasting, and all aspects of human resources. Carisa began her career in public accounting with specific emphasis in the areas of audit and tax. She earned her bachelor’s degree in finance from the University of Houston Downtown. She is also a certified public accountant.
Cristy Bilhorn has worked at BHRW since 2005. Her primary responsibilities include new account implementation, account maintenance, and client services. She has 18 years of experience working in account implementation and client services. Cristy is dedicated to improving and strengthening the relationship between BHRW and their customers. She takes a problem solving approach to challenges and enjoys identifying solutions that mutually benefit and strengthen BHRW staff and BHRW customers.
Vice President of Clinical Operations
Angela M. Tate has been with Behavioral Health Response for 5 years. She started as a phone clinician and is now the Director of Clinical Services. Angela has a BA in Psychology from Maryville University – St. Louis and a MEd in Counseling from University of Missouri St. Louis. She is also a licensed professional counselor (LPC) in the State of Missouri. Prior to joining BHR she worked for a local non-profit as the Director of a youth program.
